Welcome to the Emerald Hills Community!

 

Whether you’ve lived here since the inception of Emerald Hills, in 1988, or if you are new to our community, or moved here somewhere in-between, we wish to welcome you to our new Emerald Hills Community Association (EHCA) website. Our neighborhood is special for many reasons. We are a quiet and friendly community with an emphasis on privacy and neighborly respect. 

 

We also are not your typical HOA.

 

This association is governed by the Articles of Incorporation and Bylaws, and the Covenants. They are two separate documents, which govern two separate bodies of the association, the Board of the Corporation and the Architectural Control Committee respectively. The purpose of the Board of Directors of the Corporation, as stated in the Articles of Incorporation and Bylaws, is to conduct the affairs and business of the Corporation. The Architectural Control Committee's purpose is to enforce the Covenants.

 

The Corporation, known as the Emerald Hills Community Association (EHCA), is owned by the Association of Emerald Hills homeowners, which elects a volunteer Board of Directors, every three years, at the annual members' meeting. The affairs and business of the Board of the Corporation, is solely maintaining the common open space area, jointly owned by the homeowners of the Association. The Board of Directors is given zero corporate powers over the private property owned by the members of the association. Any questions you may have concerning the common open space area should be directed to the Board of Directors.

 

Currently the Board of Directors are Caitlin Nagle, Yvonne Jones, Tom Derby and Richard Morris. We are doing our best to ensure the affairs and business of maintaining the common open space are done in a professional and responsible manner.

 

Board meetings are held on the first Tuesday of the month. We encourage all homeowners to attend. You will receive an official notice by mail for each meeting with the date, and address, along with the topics that will be discussed. The annual EHCA members’ meeting, as directed by our Articles of Incorporation and Bylaws, is always the first Monday in March. 

 

The Covenants are a formal agreement made by the EHCA homeowners concerning use of their private property. The restrictions are minimal. The Architectural Control Committee's (ACC) purpose is to enforce those restrictions, approve new construction, and designate a fencing design. You will find zero powers granted to the ACC concerning the maintenance of the private property of association members. Enforcement of the Covenants is clearly given to the Architectural Control Committee, not the Board of Directors of the Corporation. Any questions you may have concerning the private property use of EHCA members should be directed to the ACC. 

 

The Architectural Control Committee's members are also volunteers, elected every two years, at the annual members meeting. Currently the ACC members are David Nagle, Kaylee Morris, Michelle Wickett, and Tom Derby and Jeanyce Derby. They are doing their best to ensure that our Covenants are upheld.

 

The Association has made our governing documents available to you on this website. Please take the time to familiarize yourself with the Articles of Incorporation and Bylaws, and the Covenants. The fencing design, along with other HOA information, is also available.
